The Carneval of Oruro is the biggest Carneval Event in South America after the one from Rio, Brasil.
The non stop party starts on Friday through Carneval Tuesday and dies on Midnight. Before Ash Wednesday. This festival has tons of parades, representing different cultural regions, Mythological figures representing good vs. evil, and mixed in with the catholic religion. The customs are magnificent. Everybody parties for a different reason. Carneval is a big party, It does not matter how much money you have or what social class you from.

I don't think I'd go to Rio. Although it looks fun, there seems to be a lot of crime there.
